Files with the extension .H264 or .264 usually contain a RAW H.264 video stream without a container. This means that although the video data is already compressed, it lacks an outer format such as MP4, which carries metadata such as frame rate, resolution, timestamps or audio tracks. Without this container, most players and editing programmes cannot make much use of the file.

Where do .h264 files come from?
The most common source of such files is (often inexpensive) surveillance cameras and IP cameras. Many manufacturers save the recordings as a raw video stream directly onto the SD card, rather than packaging them into a playable container. Older DVR (Digital Video Recorder) systems for video surveillance also frequently generate .h264 files, sometimes in a proprietary format that is often only playable with the manufacturer’s supplied software.
Another common source is the Raspberry Pi. Its camera module generates raw .H264 files by default using tools such as raspivid or libcamera-vid. Hobbyists who use the Pi as a dashcam, security camera or for time-lapse projects are familiar with the problem: the resulting files cannot be easily played back or shared.
Why do so many cameras use .H264 without a container?
Surveillance cameras cannot complete the writing process in the event of a power cut (without a built-in battery or rechargeable battery). However, an MP4 file is practically unreadable if the MOOV atom has not yet been written. This cannot be written without power. But since the data on the memory card is usually particularly valuable in the event of a power cut, writing in a raw H264 stream is a cost-effective way of ensuring playback even in the event of a sudden power cut, even if conversion is required afterwards. Often, budget cameras simply do not have enough processing power to create correct MP4 containers during exports. And last but not least: in the case of continuous recording (dashcam, surveillance camera), it is technically not that easy to end a file, as the recording runs seamlessly.
Note: .h264 is not always H.264
Despite the file extension .h264, some files actually contain an H.265/HEVC stream. Many camera manufacturers are inconsistent in their naming conventions and use the .h264 extension regardless of the codec actually used. H.265 is the successor to H.264 and offers significantly better compression whilst maintaining the same quality. However, this does not matter when converting to MP4 using File-Converter-Online.com; the data is recognised and converted accordingly.
Technical background: why raw streams are more robust than MP4
It sounds paradoxical, but as already indicated, it is often easier to recover a ‘broken’ raw format than a broken MP4 container. The reason lies in the different architecture of the formats.
A raw H.264/H.265 stream is easy to repair. The start codes (00 00 00 01) are guaranteed to be unique as bit patterns and cannot be confused with the compressed video data. The encoder actively prevents this using so-called Emulation Prevention Bytes. This allows you to scan through the file at any time and reliably locate every single frame.
In an MP4 container, however, these start codes are replaced by length fields. Instead of a unique pattern, each frame is preceded only by the number of bytes that follow. The entire mapping – i.e. where each frame is located, how long it is and what timestamp it has – is stored in a central index table, the so-called MOOV atom. Many cameras only write this MOOV atom at the very end of the recording. If the power fails before this, the entire index is missing and the video data in the container is no longer accessible without a complex reconstruction, even though it may be technically intact.
